Police warn two ‘high risk’ sex offenders to live in Regina

Charles “has indicated” that he is “unable or unwilling” to abide by conditions and is at a high risk to reoffend sexually, according to the release.
His conditions include: living at an approved residence; not contacting people under 16, unless under approved supervision; not being in places where young people are or can expected to be present; not being employed or volunteering in a position of trust or authority over people under 16; not having contact with previous victims; not possessing or consuming alcohol or drugs not prescribed; and not possessing weapons.
Charles is described by police as approximately six feet tall and 183 pounds with a medium build, black hair and brown eyes. He also sometimes spells his first name ‘Jarrod,’ notes the release.
Louis Ted Mercredi
The Regina Police Service also issued a release Tuesday, indicating 42-year-old Louis Ted Mercredi has been living in Regina’s Heritage neighbourhood as of March 12, “in a residence that provides supervision and monitoring of his activities.”
He is “considered to be a high risk to reoffend sexually and/or violently,” according to the release.

“Louis Ted MERCREDI has a criminal history which includes violent sexual offences and has a history of reoffending,” it states, noting that while he has completed programming, he has “not made any progress in reducing his high risk to re-offend violently.”
He has previously been designated a dangerous offender and was given a long-term supervision order for 10 years.
His conditions include living at an approved residence and others aimed at keeping him from consuming alcohol or drugs that are not prescribed.
Additional conditions include: not associating with people involved in crime or substance abuse, following a treatment plan or programming in the areas of “sexual deviancy and substance abuse,” reporting intimate relationships and friendships with females, not contacting previous victims, not owning more than one telephone and not accessing pornography.
He is described as approximately 5-foot-9, weighing about 220 pounds, with a heavy build, brown eyes and short black hair.
Anyone wishing to report incidents involving either men is urged to call police, Crime Stoppers or in an emergency, 9-1-1.
